What Drives the Budget
Resort venues in Antalya and Belek usually bundle meeting space with accommodation, so the budget is driven by hotel category and delegate count. In Istanbul, rooms, meeting space, food and beverage and production are priced separately, which gives more control but means each element is budgeted individually.
